The United States National Institute of Standards and Technology (NIST), under the Department of Commerce, has initiated a call for participants for its new Artificial Intelligence (AI) Safety Institute Consortium. An announcement was made on November 2 via the Federal Registry, outlining NIST’s intention to form this AI consortium and inviting applications from qualified individuals.
The published document states:
“NIST is taking the first step in establishing cooperation with entities such as non-profit organizations, academic institutions, government bodies, and tech firms to tackle the complexities involved in the creation and implementation of AI technologies.”
The collaboration aims to forge and apply precise policies and measures that ensure a human-centric framework is at the core of AI safety and regulatory processes in the U.S.
Participants in the consortium will be expected to engage in a broad array of activities. This includes crafting measurement and benchmarking tools, shaping policy guidelines, engaging in adversarial simulation (red-teaming), conducting psychological and environmental analyses.
These actions are a direct response to a recent directive from President Joseph Biden. As noted by Cointelegraph, this executive order establishes six new principles for AI safety and security, though it has yet to be incorporated into law. This move is notable against a backdrop where various European and Asian countries have already started to put in place regulations governing AI, focusing on privacy, security, and mitigating unforeseen impacts.
The executive order from President Biden signifies a step toward enacting “specific policies” for AI oversight in the U.S., further underscored by the establishment of the AI Safety Institute Consortium.
Nonetheless, there is currently no explicit schedule for the enactment of AI-specific laws in the U.S., which means the sector is still largely governed by older policies that were designed for business and technology more generally. Many specialists argue that these existing regulations fall short of addressing the unique challenges presented by the fast-evolving AI industry.
