Brazil is taking steps towards regulating artificial intelligence (AI) with the recent initiation of a work plan to analyze and potentially amend a bill on AI regulation.
The Internal Temporary Commission on Artificial Intelligence (CTIA) of the local Senate publicly voted on its work plan to assess Senate Bill No. 2338, which aims to protect fundamental rights and freedoms, valorize work and human dignity, and promote technological innovation in AI. The Commission plans to hold 15 sessions, including public hearings, over the next 90 days and complete a comprehensive assessment of the document in 120 days.
Senator Rodrigo Pacheco introduced the bill in December 2022, and the work plan states that it requires careful analytical effort to ensure the well-being of the Brazilian people and promote economic and social growth. During the vote’s discussion, Senator Astronauta Marcos Pontes expressed concerns that the “precautionary principle” included in the bill could lead to technology restrictions and put Brazil at a disadvantage in AI development.

Recently, top executives from major tech and web companies, including Elon Musk, Sundar Pichai, Mark Zuckerberg, Sam Altman, and Bill Gates, attended a closed-door meeting with U.S. lawmakers to discuss potential approaches to AI regulation.
The “AI Insight Forum” was organized by Senate Majority Leader Chuck Schumer and aimed to facilitate dialogue between tech leaders and policymakers on this critical issue.
